VERY IMPORTANT MESSAGE TO OUR MEMBERS    

We are giving instructions to our members repeatedly to make their Pension savings bank account in bank or post office as EITHER OR SURVIVOR type account.  In spite of our repeated reminders some pensioners do  not follow our instructions.They donot realise the seriousness in our advise.

Recently when one member died he was  having 2 lakhs rupees in his SB Account.. When his wife asked for the amount the authorities required legal heir certificate. The postal  authorities say that some other person may claim as his wife or legal heir and drag them into dispute. Now his wife  is suffering to get legal heir certificate. If you have EITHER OR SURVIVOR SB A/C  you can withdraw money easily.( In the Pension SB account only wife or husband as the case may be could become a joint account holder) that is why we  ask our members to have either or survivor pension account in Post office or in  Banks by joining wife or husband as joint account holder. The rules are there for having such account in post office or in bank.  if you have not done it so far, please  do not delay it. Act now immediately and  dont put your spouse in trouble after your life.  

               

Today 4 new members have joined our association as Life Members making the new Gems Total as 16 so far this month. We expect some more members to join very soon. We serve hard for the welfare of our Pensioners and attend the needs of the individuals. So we grow. We welcome  the newly joined Comrades.

78.2சத நிலுவைத்தொகை போஸ்ட் 2007 இன்னமும் கோவை மாவட்டத்தைச் சார்ந்த ஓய்வூதியர்கள் யாருக்குமே இன்னமும் வரவில்லை. இது விஷயமாக DGM அலுவலகம் சென்று பேச்சு வார்த்தை நடத்தினோம்.உடனே DGM நிதி அவர்களும் சென்னை CCA அவர்களிடம்  தொடர்பு கொண்டார் .  எல்லா பைல்களையும் பைசல் செய்து வருகிறோம். எப்படியும் வரும் மே , ஜூன் மாதங்களுக்குள் எல்லாம் அனுப்பப்பட்டு விடும் என்று CCA உறுதி அளித்துள்ளார். சற்று பொறுத்திருப்போம் 
மெடிக்கல் பில்கள் க்ளைம் செய்வதற்கு ஏப்ரல் மாதம் 30ம் தேதிக்குள் வாழ்நிலை (Life Certificate ) சான்றிதழ் வழங்கப்பட வேண்டும். ஏப்ரல் மாதம் முடிய இன்னும் ஒரு சில நாட்களே உள்ளன. எனவே இதுநாள் வரை Life Certificate வழங்காதவர்கள் உடனடியாக வழங்க கேட்டுக்கொள்ளப்படுகிறார்கள்.
ரசீது இல்லாமல் மருத்துவ Allowance பெற புதிய விண்ணப்பம் கொடுக்க வேண்டும். இதற்கான விண்ணப்ப மாதிரி இன்னும் சில தினங்களில் வெளியாகும். மாவட்ட சங்கத்தை இது விஷயத்தில் தொடர்பு கொள்ளவும். இந்த Allowance ஏப்ரல்,மே மற்றும் ஜூன் மாதத்திற்கானது . எனவே விரைந்து காரியமாற்ற வேண்டும்.

Today at 12 noon I along with  J S Dahya and Anupam Kaul met Smt Sujata Rai, Director HR of BSNL and thanked her for restoring without voucher scbeme.
We requested her to clarify about option and periodicity of MRS card.
She directed us to meet the GM Admn.
We met GM then.
1. Pensioners have to exercise fresh option with/without voucher. A proforma is being issued to SSAs to collect and register options.
 2. MRS Cards are issued for one year, 2 years, 5 years by circles.  We wanted standardisation. 
Circles will be directed to obtain undertakings from pensioners every year instead of renewing the card ,   like life certificate.
3.         2007 order is being revised on rent free tephone connections. The word free local calls is being replaced by metered calls.

Dear Comrades,

For outdoor treatment without voucher facility was withdrawn vide corporate office letter dated 5/9/2011. Now corporate office has revived that facility for pensioners vide its letter dated 11/4/2017. This decision is subject to review after six months.

 For those who retired prior to 1/1/2007  there are two options.

1) Last pay drawn + old DA pattern in April of the year for which the claim is made divided by two. 

2) Minimum of corresponding revised pay on 1/1/2007 + DA of April of the year for which claim is made.  12-1/2 days wages of this amount is the ceiling. 

For those who retired after 1/1/2007,

12-1/2 days wages of LPD + DA of April of the concerned year to which claim is made. The above is total annual ceiling and it will be paid in four equal instalments.

We have been pursuing this demand since 2011 September onwards and we could succeed only now.  It's one more achievement of our Association.

OUTDOOR MEDICAL TREATMENT ALLOWANCE 
ரசீது இல்லாமல் அவுட்டோர் மருத்துவ சிகிச்சைக்கு அளிக்கப்பட்டு வந்த அலவன்ஸ் 05-09-2011 முதல் நிறுத்தப்பட்டு விட்டது. நாம் பல்வேறு தருணங்களில், மீண்டும் இந்த அலவன்ஸ் அளிப்பது துவங்கப்பட வேண்டும் என்று கோரிக்கைகள் விடுத்தோம்.
அதன் பலனாக தற்சமயம் ஓய்வூதியர்களுக்கு மருத்துவ படி அளிப்பதை புதுப்பித்து 11-04-2017 அன்று உத்தரவிடப்பட்டுள்ளது . இது ஆறு மாதங்களுக்கு நடைமுறைப்படுத்தப்பட்டு மறு பரிசீலனை செய்யப்படும் என்று உத்தரவில் அறிவிக்கப்பட்டுள்ளது.
இதன் பிரகாரம் 01-01-2007க்கு முன் ஒய்வு பெற்ற ஓய்வூதியர் களுக்கு 
(1) ஒய்வு பெறுமுன் கடைசி மாதம் பெற்ற அடிப்படை தொகை ( LPD ) + விண்ணப்பிக்கும் ஆண்டிற்கான ஏப்ரல் மாதத்திற்கான பழைய DA (1997 பேசிக் வருடம்) இதில் வருகிற கூட்டுத்தொகையை இரண்டால் வகுக்க வருகின்ற தொகை தான் ஓராண்டிற்கான  மருத்துவ அலவன்ஸ் .இது  மூன்று மாதங்களுக்கு ஒரு முறை வழங்கப்படும். 

(2)  01-01-2007 ல் மாற்றியமைக்கப்பட்ட அடிப்படை ஊதியம் + எந்த வருடம் விண்ணப்பிக்கிறோமோ அந்த ஆண்டின் ஏப்ரல் மாத DA . இதில் 12.5 நாட்களுக்கான ஊதியமே ஆண்டு மருத்துவ படிக்கான அதிகப்பட்ச தொகையாகும். இது நான்கு சம தவணைகளாக மூன்று மாத இடைவெளியில் வழங்கப்படும்.

01-01-2007க்குப்பின் ஒய்வு பெற்றவர்களுக்கு 
ஒய்வு பெறுமுன்  பெற்ற கடைசி மாத அடிப்படை ஊதியம் + மருத்துவ படிக்கு விண்ணப்பிக்கும் ஆண்டின் ஏப்ரல் மாத பஞ்சப்படி சதவீதம் . இவ்வாறாக கணக்கிடப்பட்டு வருகிற தொகையில் 12.5 நாட்களுக்கான தொகையே ஒரு ஆண்டிற்கான அதிகப்பட்ச மருத்துவ அலவன்ஸ் ஆகும். இத்தொகையை நான்கு சம தவணைகளில் மூன்று மாதத்திற்கு ஒரு முறை மருத்துவ அலவன்ஸ் ஆக வழங்கப்படும்.

மருத்துவப்படி மீண்டும் அளிக்கப்பட்ட வேண்டும் என்ற கோரிக்கையினை நாம் 2011 செப்டம்பர் மாதத்திலிருந்து கோரி வந்துள்ளோம். அதற்கான பலன் இப்போதுதான் கண்டுள்ளோம் .
நம் சங்கத்தின் சாதனைகளில் மற்றுமோர் சாதனையாகும் இது.

ஒரு ஆண்டிற்கான மருத்துவ அலவன்ஸ் =
 (  LPD + Respective April DA ) X 25  = 
                             60
(LPD+APRIL DA) x 5/12

இதில் LPD  என்பது பணியில் இருந்தபோது ஒய்வு பெறுவதற்கு முன் நாம் பெற்ற Basic Pay ஆகும்.

Medical Allowance Without Voucher

 It is official now.

There was a rumour from April 1. We were waiting for a formal order. 

It is 50 percent of the eligibility. It is not on experimental basis as heard. Nor it is restricted  to six months. But it will be reviewed after six months. 

So far so good.

The memorandum we submitted to CMD  at chennai and subsequent meeting with DIR(HR) HAVE YIELDED RESULT.

As we have reported earlier, through this website as well as Pensioners Patrika, in 7 Circles including Kerala, MP, Chhatisgarh, Orissa, Rajasthan etc. the concerned CCAs refused to count the extra increment granted to Grade III officials one year before their retirement as PAY while the pension was fixed. In most of the Circles it was treated as pay and pension was granted with the said increment.

In Kerala, our Circle Association along with five retired BSNL employees who got the extra increment approached the CAT. On 15th March 2012, the CAT ord ered that the said extra increment should be treated as Pay even if the pay had crossed maximum of the pay scale. CCA did not honour the CAT verdict. He filed Appeal in the High Court. The High Court upheld the CAT verdict. Then, CCA granted the benefit only to the five pensioners who were Applicants in the Case.

Our Association demanded that since Association is the applicant 1 in the case the benefit should be given to others placed in similar situation.

After lot of delay the CCA is now issuing orders refixing the pension counting the extra Increment also. Copy of one of such orders is given below.

I suggest that in other Circles, the affected Members can apply to the concerned CCA to refix their pension taking into account the Extra Increment granted by BSNL.

Please Note: Those who did not get the Extra Increment before retirement, can not claim it now, whatever be the reason for not getting it.

Our Tamilnadu Circle Secretary Com K. Muthiyalu conveyed  the following information today:  

It is reliably learnt that BSNL Corporate Office Management Committee has approved to give medical Allowance to RETIREES for 6 months on experimental basis.   Orders may be issued very soon.  

Dept. of Public Enterprises has issued orders fixing the rate of IDA from April 2017. It is 117.1% only.

There is a reduction of 2.4% from the existing rate of 119.5% applicable from January 2017.

As per the calculations given in the order the IDA should bed 117.15%. 0.05% is ignored.

TAMILNADU CIRCLE NEWS:

Tamilnadu Circle Secretary Com K. Muthiyalu had a meeting with jt.CCA on 5-4-17 and discussed various matters concerning to BSNL Pensioners which are furnished below.   

1. Tamilnadu Pension Adalat Meeting will be held during the 2nd week of July, 2017. 

 2. DCRG Gratuity arrears work due to increase of ceiling limit from 10 lakhs to 20 lakhs from 1.1.2016 will be started processing from next week onwards. 

3. The remaining STR, Circle Post 2007 cases (2009, 10, 11 etc) processing work will be started from today and will be issued within next 10 days.  

4. Com Natarajan, GS, Com Vittoban, AI Treasurer and Com K. Muthiyalu are leaving Chennai for Jamshedpur tomorrow (7-4-17) morning to attend Jharkhand Circle Conference on 09-04-2017 and will return after a week. 

The Circle Executive of our AIBSNLPWA Tamilnadu Circle was held at Virudunagar, Bombay Arangam in a grand manner under the Presidentship of com. Rama Rao CP.  Virudunagar comrades had made decorations, food, accommodation  and reception in an excellent manner. Our comrades  B. Arunachalam,  Ramakrishnan, Ambrose , Sivakumar and COS Smt. Sivakamasundari attended the executive committee meeting.

The meeting started with the hoisting of National and our association flags. Com. DG Inagurated the session.  He elobrately Clarified the latest events regarding Pension revision and our association 's stand, Pension anomaly cases, action taken for the payments of 78.2 arrears etc.

All the participants were delighted with his speech. Our CS Com. Muthialu inagurated the session of   organisational matters. He explained the strength of our association in our circle, actions taken for settlement of issues, relationship with the administration etc.  All the DSs and circle office bearers participated.

Our DS com Arunachalam who is also Asst. Circle secy resigned the post of ACS   and co opted the same for R.Thiruvenkatasamy, the out going DS of Coimbatore. His gesture   was appreciated by all. Com. RT  the then DS was elected as ACS Post unanimously.

THE audited accounts of the Coimbatore circle conference was accepted unanimously and the excellent work done by Com.Sivakumar was lauded by the chair. The memorable  roll of ourCBT members  in conducting  the circle conference was appreciated. Com Sivakumar was felicitated by the Circle Secretary and honoured with Towel .
