All India Consumer Price Index for Industrial Workers (AICPI)for the month of May 2017 is announced formally.

It is 278 points for May 2017.

It was 275 points for March 2017.

It was 277 points for April 2017.

Hence,the rate of IDA from

 July 2017 will be 119%.

IDA  increase is  1.9% 

from the existing 117.1%.

NO IMPROVEMENT!........... .... NO HOPE!!

DOT has been always asking BSNL to submit the pension papers of retiring staff six months before their retirement. Corporate Office has issued several instructions, reminders and reminders again to Circles in this regard. But, there is no impact for all these.
On 27-6-2017, the Corporate Office of BSNL has issued another letter to Circles quoting the Data.

During the four months of November 2016, December 2016, January 2017 and February 2017 3653 employees retired from BSNL. Only in 1562 cases (42%) Pension has been sanctioned. BSNL has not submitted the pension papers in 1567 cases. 524 cases are pending in CCA offices. 

Just remember that in P&T, thereafter in DOT also, there was no delay in sanctioning pension. Many of us got the PPOs on the day of retirement or within a week. 

Now, in BSNL nobody cares the people retiring.

REVISED HRA FOR CENTRAL GOVERNMENT STAFF FROM  1^st  JULY 2017.

The Cabinet has today approved revision of HRA and other allowances for the serving central government employees. The new HRA rate is 24%, 16% and 8% of the revised basic Pay. It takes place from 1-7-2017. Employees have been demanding it from 1-1-2016.

Formal orders are awaited.

ANOMALY CASE: HOW LONG TO WAIT?

On 16-12-2016, the honourable CAT, Principal Bench, New Delhi delivered its judgement in the pension anomaly case filed by our association.The last paragraph of the judgement is quoted below.

".... 25. There is, therefore, no ground whatsoever for the respondents to deny the benefit of formula adopted in OM dated18.10.1999. The impugned order dated 15.01.2003 is thus quashed with direction to the respondents to refix pension of the applicants from the date of their retirement in the same manner as calculated for Central Government employees/ Public Sector Undertaking like FCI by adopting the formula as contained in OM dated 18.10.1999 and give notional benefit of the IDA pay scales and, thereafter, grant all consequential benefits from the date of retirement in accordance with law. We fix a time frame of 90days from the receipt of a certified copy of this order for implementation of our directions. No costs.

Now, six months have since passed. Department has not yet honoured the Judgement. When enquired in Directorate, it was told that DOT had asked the Government Advocate to file an appeal petition in High Court. To avoid an ex-parte decision by High Court we immediately filed a caveat petition in the HC. No Appeal has been filed so far. Three months have passed since then also. Now, we are consulting our advocate about filing contempt of Court Petition in CAT.

 Dear Comrades,

Ours was the ONLY Pensioners ' Organization of BSNL which raised the slogan for the first time that " we are BSNL retirees but Central Government Pensioners" way back in 2014 . From that time onwards we never looked back on this MOST IMPORTANT issue of pension revision w e f 01-01-2017. Consistently &  continuously your CHQ  has been pursuing this case with 7th CPC, DOE, DOP & PW and DOT without any aberration in our stand as directed by 2015 AIC & 2016 CWC.

It may not be possible to publish our day to day efforts for obvious reasons.

The views  & ideas expressed by some of our members, joined subsequently, regarding Organizational actions  shall definitely be considered in ensuing CWC during November at Patna.

Meanwhile, CHQ desires that all our members to have patience and trust the efforts being pursued.

Some friends want pensioners jump into some action immediately. Why?

That will help them get wage revision for serving staff. Their target is only wage revision which is as per PRC report.

We wish them get wage revision. We will suport them in that pursuit.

Donot  forget what happened in the past.

In 2007/2008 when pay was revised under 2nd PRC nobody talked about pensioners.

NOBODY.

When 6th CPC report was implemented and Pension of central pensioners was revised,

Nobody thought of BSNL retirees.

We have no complaints. Because we are not their members.

Now,  some people want BSNL retirees agitate for PRC benefit knowing PRC Report does not talk about pension revision at all.

AIBSNLPWA is not playing second fiddle to anybody.

WE HAVE DEFINITE STAND.

WE HAVE DEFINITE PROGRAMMES.

We are moving cautiously, with steady steps with clear understanding.

I received comments from more than 30 comrades to my earlier posting. Thanks.

I only want that we should not forget the past.

First three CPCs did not recommend any Pension Revision. Why?

Govt. did not include Pension Revision in their Terms of Reference.

Then came the Nakara Case judgement in 1982.

Govt. included Pension Revision as an item in Terms of Reference of fourth CPC.

It is a practice now. It is Govt decision.  It is always a political decision.

Government never asked PRC to consider Pension Revision. Why?

There are 243 Central Public Sector Establishments in India.

Pension is available only in 168 PSEs.

In 75 PSEs there is no Pension system.

167 PSEs out of 168 pay pension from their own funds to their ex-employees.

Only in BSNL pension is paid by Government.

BSNL is in a unique position.

So decision about BSNL pension should be unique.

BSNL has no role in our Pension revision.

BSNL can decide pay revision, with permission of Govt.

Once Pay revision is decided, the staff unions will not continue their agitation for us.

It is quite natural.

Then we have to agitate for pension revision.

It is our battle.  Our own battle.

We want a permanent decision for periodic pension revision in BSNL.

It should be independent of wage revision in BSNL.

It should be delinked from financial position of BSNL.

We are struggling for that. Some people may feel it is impossible.

BUT, WE HAVE SHOWN IMPOSSIBLE CAN BE MADE POSSIBLE.

We shall continue our efforts.

No controversy in it. No doubt in it.

I AM CONFIDENT THAT WE WILL WIN.............PSR                        

 Raman Kutty: Our Association works on collective wisdom. Our approach on Important issues are decided after study and democratic discussions.  Same is the case with Pension revision. After discussion in study group CWC and AIC we demanded revision on CPC and submitted memorandum to CPC. There is no confusion. Some friends in connivance with certain people try to confuse us and it appears that they want us to demand revision through 3rd PRC which no where had  recommended pension revision.

From the day of retirement the BSNL opted DOT staff will become Central Govt paid pensioners.

After amendment of 60:40 condition pension of DOT opted BSNL retirees is NOT related to the Income of the PSU. But of course pension of those recruited during the last 17 years, which is still not yet decided, may have bearing on the Income of BSNL.

We should continue our efforts to get pension revision on 7th CPC.

 I fully endorse the stand of CHQ.

இன்று , 16-06-2017 மாவட்ட தலைவர் தோழர்.குருசாமி அவர்கள் தலைமையில் மாவட்ட செயற்குழு நடைபெற்றது. 13 செயற்குழு உறுப்பினர்கள் கலந்து கொண்டார்கள்.சிறப்பான விவாதங்கள் நடைபெற்றன.78.2 சத  நிலுவைத்தொகை வழங்குவதில் கால தாமதம்.MRS bill சம்பந்தமான  குளறுபடிகள் Vendor  Code Create செய்வதில் கால தாமதம், DCRG தொகை 20 லட்சமாக உயர்த்தி வழங்குவதில் பிரச்சினைகள் , E 1, E 2 ஓய்வூதியம் fixation போன்றவை விவாதிக்கப்பட்டது. பாரத ஸ்டேட் வங்கி நிர்வாகம் , தபால் துறை நிர்வாகம் மற்றும் மாவட்ட நிர்வாகங்களுக்கு முறைப்படி கடிதம் கொடுப்பது என்றும் முடிவு எடுக்கப்பட்டது.
இனிமேல் இரண்டு மாதங்களுக்கு ஒரு முறை இரண்டாவது வியாழக்கிழமை மாவட்ட செயற்குழு கூட்டத்தை கூட்டுவது என்றும் முடிவு செய்யப்பட்டது. பென்ஷன் அதாலத் பிறகு மாநில செயலரை அழைத்து ஒரு சிறப்பு கூட்டம் நடத்துவது என்றும், அதிகாரிகள் மட்டத்தில் தேங்கி நிற்கும் பிரச்சினைகளை களைய உரிய மட்டங்களில்  பிரச்சினைகளை   கையாள்வது என்றும் தீவிர விவாதங்களுக்குப்பின் முடிவு செய்யப்பட்டது

இடைவேளை மதிய .உணவுக்கு பிறகு முதற்கட்டமாக மாவட்ட தலைவர், மாநில உதவி செயலர், மாவட்ட செயலர் , மாவட்ட பொறுப்பாளர்கள் புலவர்.கோவிந்தராஜன், தோழர் பெருமாள்  ஆகியோருடன் AGM நோடல் அதிகாரி திரு.ரவி அவர்களை சந்தித்து பேசினர் .நம்முடைய ஓய்வூதியர்கள் எதாவது கோரிக்கையுடன் வந்தால் , அவர்களுடைய குறைகளை அன்புடன் விசாரித்து உரிய கௌரவத்தை நம்முடைய அலுவலகத்தில் அளிக்க வேண்டும் என்ற முக்கிய கோரிக்கை வைக்கப்பட்டது .திரு ரவி அவர்களும் இதற்கான உரிய நடவடிக்கை எடுப்பதாகவும் , மூத்த தோழர்கள் மனம் வருத்தப்படாமல் இருக்க முழு முயற்சி எடுப்பதாகவும் உறுதி அளித்தார்.
புதிய மருத்துவ கார்டு   வழங்குவது , FIR இல்லாமல் ID கார்டு  வழங்குவது போன்றவைகள் துரிதப்படுத்தப்படும் , தோழியர் தங்கம் ராதாகிருஷ்ணன் அவருடைய கணவர் பார்க்கின்சன் நோய்க்கான மருத்துவ பில்கள் Settle செய்யப்படும், தோழர் மோகனன் அவர்கள் கடந்த மூன்று வருடங்களாக ஓய்வூதியம் பெற தடையாக இருந்த vigilance மற்றும் போலீஸ் ரிப்போர்ட் சரி செய்யப்பட்டு இன்றே DOT Cell க்கு கடிதம் அனுப்புவதாக முடிவு செய்யப்பட்டது. கடிதமும் அனுப்பப் பட்டு விட்டது.
ஓய்வூதியர்களுக்கு vendor code விரைவில் create செய்யப்படும். vendor code இல்லாமல் கால தாமதமான மெடிக்கல் பில்கள் விரைவில் பட்டுவாடா செய்யப்படும். விஜயலக்ஷ்மி கார்த்திகேயன் அவர்களுக்கு vendor code இல்லாமல் தடை பட்டிருந்த மருத்துவ பில்கள் விரைவில்   வழங்கப்பட்ட ஏற்பாடுகள் செய்யப்படும்.Medical bill allowance forms consolidate செய்யப்பட்டு , விடுபட்டுப்போன Documents களை தொலைபேசி மூலமாக பேசி பெற்று விரைவில் இறுதியாக்கப்படும்.
E 1, E 2 நிலுவைத்தொகை வாங்கி , ஓய்வூதியம் revision ஆகாதவர்களுக்கு முறைப்படி கடிதம் DOT Cell க்கு அனுப்பப்படும்.உதாரணம் தோழர்கள் உதயகுமார், முத்துசாமி ,ராமகிருஷ்ணன் தோழியர் வனஜா . 78.2% உத்தரவு வராத சுமார் 30 பேருக்கு 78.2% fixation order கொடுக்கப்படவில்லை. அதில் சுமார் 15 பேர்களுக்கு பென்ஷன் revision உத்தரவு கிடைக்க ஏற்பாடு செய்யப்பட்டுள்ளது.தோழர்கள் சங்கரன், ராஜாமணி போன்றவர்களுக்கு கோவையிலிருந்து DOT க்கு கடிதம் அனுப்பப்பட்டு உள்ளது.
மெடிக்கல் allowance க்கு Spouse இலாகாவில் இருந்து  NOC பெறுவதில் பல சிக்கல்கள் உள்ளன. மனிதாபிமானத்துடன் தனிநபர் பிரச்சினை கையாளப்படும்.
அருமைத் தோழர்களே 78.2 சத வெற்றிக்கு முழு சொந்தக்காரர்கள் நாம் தான் மெடிக்கல் allowance  without bill  ஏப்ரல் 2017 லிருந்து பெற உரிய நடவடிக்கைகளை எடுத்ததும் நாம் தான் Revised Pension க்கு vendor code create செய்வதற்கு முழு முயற்சி எடுத்ததும் நாம் தான்  இதில் நாம் மிகுந்த பெருமை கொள்ள வேண்டும். சங்க வித்தியாசமில்லாமல் இந்த செய்திகளை அனைவருக்கும் கொண்டு செல்வோம்.
78.2 சத நிலுவைத்தொகை பெற்றவர்கள் நன்கொடையினை தாமாகவே தருவது நம் கடமையாகும்.

AIBSNLPWA கோவை மாவட்ட ஓய்வூதியர்களின் சங்கம் , அதன் உறுப்பினர்களின் ஜூன் மாதம்  பிறந்தவர்களின் பிறந்தநாளை கனிவும் பாசமும் கலந்த உபசரிப்புடன் வரவேற்று தோழமையுடன் கொண்டாடியது.  
நிகழ்வு கோவை  CTO அலுவலகத்தின் முதல்மாடியில் உள்ள சங்க அலுவலகத்தில்  15-6-2017 அன்று காலை 11 மணிக்கு மிகசிறப்பாக  நடைபெற்றது. 
புலவர். திரு . கோவிந்தராஜ் அவர்கள் தலைமை வகிக்க பணி ஓய்வுபெற்ற பொதுமேளாளர் திரு. குருசாமி அவர்கள் முன்னிலை வகிக்க,  அனைவரையும்  மாவட்டசெயலர் திரு. அருணாசலம் அவர்கள் வரவேற்று உரையாற்றினார். நிகழ்வில் 24/81 ஓய்வுதியர்கள் கலந்துகொண்டு சிறப்பித்தனர். 
1943ல் பிறந்த தோழர் திரு. ஆறுமுகம் அவர்கள் கேக் வெட்டி நிகழ்வினைஆரம்பிக்க தொடர்ந்து ஜூனில் பிறந்தநாள் கண்ட ழோழர்,தோழியர்கள் கேக் வெட்டினர்.இந்நிகழ்வு அனைவருக்கும் மன நிறைவு அளித்தது. மாவட்டசெயலர் தோழர் அருணாசலம் அவர்கள் அகில இந்திய சங்கத்தின் செயல்பாடுகளை பற்றி விளக்கி கறினார். 78.2% DA நிலைகளை விளக்கியும், மருத்துவ அலவன்ஸ் நடைமுறை தன்மை பற்றியும் உரையாற்றினார்.
பிறந்தநாள் கண்ட அனைத்து தோழர்களுக்கும் நினைவு பரிசு வழங்கியது , சங்கம் உறுப்பினர் மேல்கொண்ட மனிதநேயத்தின் அக்கறையின்  வெளிப்பாடாகவே இருந்தது. நிகழ்வின் இறுதியில் அனைவருக்கும் கேக்,மிக்ஸர்,தேநீர் வழங்கி திரு சிவகுமார் நன்றிநவில கூட்டம் இனிதே நிறைவு பெற்றது.அந்நிகழ்வின் ஒளி படங்கள்தான்  கீழே   உள்ள பதிவுகள்.

Dear Comrades,
Greetings to all. It is heartening to see that daily one or two members are being added to the fold of Coimbatore District AIBSNLPWA Association. It shows the faith , the BSNL Pensioners are having up on us.
Daily our District secretary, Assistant Secretaries, Treasurer and four to five of our comrades come to our office. All remain up to the evening. They assist the comrades who make a visit to our union office in filling up forms, clear their various doubts , Calculate their 78.2% IDA arrears, discuss about our associations's movements to achieve 7th CPC recommendations implemented for BSNL pensioners also. The comrades who come with problems go out with clear ideas.
Thus we serve ..... so we GROW.

WHY MADURAI IS AT THE                     TOP?

Madurai is the famous Temple City of India with grand old Meenakshi Amman Mandir. Many of you might have visited this marvelous structure, on the way to Rameswaram.

For us, Madurai is special for another reason.

The Madurai SSA Unit of AIBSNLPWA has more than 1500 members!. 600 Life members!!.

District Secretary is Com. G R Dharmarajan, 76 years old. In a very systematic manner he goes to the PGMT office every day without fail, sits in the canteen. Pensioners can meet him there during office hours and discuss any case. He is there to help every one.

Com. Dharmarajan has a good team of seniors to work together. They have collected donation from everybody who got the benefit under 78.2% revision. Madurai SSA Unit has remitted Rs 1,70,000 to CHQ.

I salute the Madurai Team. I appreciate the untiring efforts put up by them in settling the problems of pensioners.

78.2 சத fixation உத்தரவு கிடைக்கப்பெறாதவர்கள் சுமார்  50  ஓய்வூதியர்கள் லிஸ்ட் DOT க்கு நம் Accounts  பகுதியிலிருந்து அனுப்பப்படும்.எனவே அந்த பிரச்சினையும் விரைவில் முடிவுக்கு வரும்.
நிலுவை தொகை பெறாத தோழர்கள் முடிந்தால் ஓய்வூதியம் வழங்கும் வங்கிகள் மற்றும் தபால் அலுவலகம் சென்று விசாரிக்கவும், நிலைமையை எடுத்துக்கூறி துரிதப்படுத்தவும்.
மருத்துவ அலவன்ஸ் ரசீது இல்லாமல் பெற உரிய Forms சமர்ப்பிக்க காலக்கெடு 16-06-2017 வரை நீட்டிக்கப்பட்டுள்ளது. இது விஷயத்தில் ஏகப்பட்ட குளறுபடிகள். புதிய ,புதிய ஆவணங்களை கேட்கிறார்கள்.
கணவன் மற்றும் மனைவி இருவருமே வேலையில் இருந்தால் அந்த இலாகாவில் இருந்து No Objection Certificate சமர்ப்பிக்க சொல்கிறார்கள். பல இடங்களில் இதை பெற முடியவில்லை.
ஒய்வு பெற்றவர்கள் MRS கார்டை புதுப்பிக்காதவர்கள், கார்டை தொலைத்தவர்கள் HR செக்சனில் விண்ணப்பித்து புதுப்பித்துக்கொள்ளவும். இதில் சில சிரமங்கள் உண்டு. மாவட்ட நிர்வாகம் AGM /Admin மற்றும் Director /Finance ஆகியவர்களிடம் பேசி மனிதாபிமான அடிப்படையில் தனி மனிதர் பிரச்சினைகளை அணுக வேண்டியுள்ளோம். அவர்களும் ஒத்துக்கொண்டுள்ளனர்.
தோழர்களே மெடிக்கல் அலவன்ஸ் ஏப்ரல் மாதத்தில் இருந்து வழங்கப்படும் என்று BSNL அறிவித்துள்ளது.நாம் பூர்த்தி செய்து சமர்ப்பிக்கும் படிவங்கள் மொத்த தொகை கணக்கிடப்பட்டு உரிய காலத்தில் மேல் மட்டத்திற்கு சென்றால்தான் அலவன்ஸ் நம் கைகளுக்கு கிட்டும். மெடிக்கல் கார்ட் Consolidation பணி நடந்து கொண்டிருக்கிறது. எனவே இத்தகைய துரிதத்தினை கருத்திற்கொண்டு ,இலாகாவுடன் ஒத்துழைக்க வேண்டும்.

கோவை மாவட்டத்தில் மாதா மாதம் சுமார் 10 to 15 நண்பர்கள் ஒய்வு பெற்றவண்ணமுள்ளனர். புதிய ஆட்களும் நியமிக்கப்படுவதில்லை. எனவே வேலைப்பளு கூடிய வண்ணமுள்ளது. இந்த வேலைப்பளுவை சற்று குறைக்கவும் , பணியை விரைந்து முடிக்கவும் .சங்க வேறுபாடில்லாமல் 5, 6 முத்த தோழர்களை உதவிக்கு அளிக்க மாவட்ட சங்கம் தயாராக இருப்பதாக தெரிவித்துள்ளோம். மற்ற சங்கங்களும் இந்த யோசனையினை பின் பற்றினால் இலாக்காவிலிருந்து பெறக்கூடிய வசதிகளை விரைவு படுத்தலாம் 
ஓய்வூதியர்களிடையே cadre பாகுபாடு , சங்க வேறுபாடு , வயது வித்தியாசம் , ஓய்வூதிய ஏற்ற இறக்கம் போன்ற மாச்சர்யங்கள் ஏதுமில்லை. வயதான காலத்தில் வசதிகளை அவர்களுக்குப் பெற்று தந்தால் அவர்கள் பதிலுக்கு உரைக்கும் வார்த்தை " Thanks " இது ஒன்றே நம்மை மிகவும் பலப்படுத்தும் மாமருந்தாக.அமைகிறது .

அடுத்த வாரம் 16-06-2017 வெள்ளிக்கிழமை கோவை மாவட்ட செயற்குழு கூட்டப்பட்ட உள்ளது. pension அதாலத்திற்கு  கொடுக்கப்பட வேண்டிய பிரச்சினைகள் , மாவட்ட அளவில் தீர்க்கப்படாமல் தேங்கியுள்ள தீர்வுகள் இன்னும் பிற விஷயங்களை தீர்மானிக்க பட உள்ளது .
சுமார் 400 - 500 ஓய்வூதியர்களுக்கு மருத்துவ அலவன்ஸ் படிவங்களை பூர்த்தி செய்து கொடுத்து, E 1, . E 2 நிலுவைகள் பெற்றவர்களுக்கு ஓய்வூதியம் Revision பெற முயற்சி, 78.2 சத நிலுவை கணக்கீடு மற்றும் பல சேவைகளில் கால நேரம் பாராமல் கண் துஞ்சா பணி முடித்த அத்துனை தோழர்களுக்கு மாவட்ட சங்கத்தின் சார்பாக நன்றி கூற கடமைப்பட்டுள்ளேன் .நாம் இவ்வாறு உதவி புரிவதால்தான் தினந்தோறும் 2 அல்லது 3 புதிய உறுப்பினர்கள் நம்மோடு இணைகிறார்கள்., 78.2 சத நிலுவை பெற்றவர்கள் நன்கொடை அளித்தும் வருகிறார்கள்.
மிக முக்கியமாக ஏழாவது சம்பளக்கமிஷன் பரிந்துரைகளை BSNL ஓய்வூதியர்களுக்கும் நீட்டிக்க வேண்டும் என்ற நம் நியாயமான கோரிக்கையை பெற மிகவும் அரும்பாடுபட்டு வருகிறோம். இதையும் வென்றெடுப்போம் என்று உறுதியாக நம்புகிறோம்.
புதிய உறுப்பினர்களை சேர்ப்போம் , சங்கத்தின் நிலையை உயர்த்துவோம் , பெற்ற சலுகைகளை  அனைவருக்கும் பொதுவாக்குவோம் . மன மாச்சர்யமின்றி எல்லா ஓய்வூதியர்களையும் ஓரணியில் இணைப்போம் . ஒற்றுமை ஒன்றே நம் பலம்
